This online training introduces the purpose, applicability, and goals of the Section 3 program and is designed for HUD financial assistance recipients, contractors, subcontractors, organizations and businesses providing economic opportunities for low- and very low-income persons..

Every year, HUD creates thousands of jobs across the country that range from construction to professional services, like accounting or engineering, through competitive grants and annual (formula) funding allocations. The purpose of Section 3 of the Housing and Urban Development Act of 1968 (Section 3) is to provide jobs, training, and contracting opportunities for local low-income persons and the businesses that substantially employ them through certain HUD grants and funding programs.
