PHA Board of Commissioners Training - Module 6: Overview of the LIPH Program and ACOP

This module provides more detail about the history, requirements, and operations of the Low-Income Public Housing (LIPH) program, including some of the basic statutes and regulations that govern public housing in the United States. Board members will learn about HUD’s asset management approach to public housing and how to monitor against those requirements. The module also provides an overview of the Capital Fund program particularly as it pertains to obligations and expenditures, discusses the basic content of the Admissions and Continuous Occupancy Plan (ACOP), and goes over HUD’s method of evaluation, the Public Housing Performance Assessment System (PHAS).
