This module provides an overview of the role and functions of the Board of Commissioners. Boards need to understand the history of their agency, its mission, portfolio of properties, regulations, and policies. The module includes a brief introduction to the basics of public housing and Housing Choice Voucher (HCV) programs and summarizes the relationship between commissioners, Public Housing Authority (PHA) staff, HUD, and residents. It also covers important requirements for board members, including ethics, conflicts of interest, nepotism, and related issues, as well as the basics of board operations, such as meeting protocols and bylaws. Other topics include the procedures for reporting litigation to HUD.
