Training Overview

This training is an introductory to mid-level training for staff responsible for conducting environmental reviews under 24 CFR Part 58, Environmental Review Procedures for Entities Assuming HUD Environmental Responsibilities.

This 3-day training will cover the basics of the environmental process including:

  • National Environmental Policy Act (NEPA)
  • Levels of review
  • Public notice requirements
  • Recommended forms
  • Documentation/compliance requirements for all environmental laws and authorities in 24 CFR Parts 58.5 and 58.6. 

The training will also provide an overview of the HUD Environmental Review Online System (HEROS).

Training Prerequisite

This course is introductory to mid-level in nature and is designed for people who have had some experience or are new to HUD’s environmental review process.  It is not recommended for personnel that do not or will not actively participate in the environmental review process.   

The introductory portions of this course cover a broad range of concepts fundamental to environmental review at a quick pace. We therefore strongly recommend attendees complete the Web-Based Instructional System for Environmental Reviews (WISER) modules on HUD Exchange before attending the training as this will facilitate deeper understanding and comprehension of the mid-level content. Modules covering “Part 58,” “Tools and Resources,” and “Environmental Assessment Factors” are critically important for attendees new to environmental review. 

Who Should Attend?

The course is designed to train staff responsible for conducting environmental reviews under HUD’s 24 CFR Part 58 regulations. Organizations eligible to enroll staff in this training include: 

  • Local and state governments (including councils of governments)
  • Public Housing Authorities
  • Other recipients of HUD grants

Environmental consultants and others wishing to attend must be sponsored by an eligible organization.

There are several parking lots in the area however please allow ample time to arrive due to heavy traffic.  Ensure you have a photo I.D. as one will be required for building access.

Seating is limited. Therefore, registration is limited to two (2) people per organization.

Course Completion and Certificate

Receipt of a course completion certificate requires the following:

  • Attendance and participation in all three days of training
  • Completion of course test administered on the final day with a minimum score of 70%
