NJ Workshop on RAD Conversion for Owners of Section 8 Mod Rehab/Mod Rehab SRO Properties

HUD's Office of Recapitalization hosted a virtual workshop for owners of Section 8 Moderate Rehabilitation (Mod Rehab) and Mod Rehab Single-Room Occupancy (SRO) properties who are considering converting these properties through the Rental Assistance Demonstration (RAD) program. This virtual workshop consisted of a plenary session that provided participants with an understanding of RAD and the benefits of conversion. After the plenary, there were three 30-minute breakout sessions where participants were able to ask questions and discuss how a RAD conversion can reposition a Mod Rehab or SRO property on a stable platform for the next 20 years. Each breakout session was offered three times to allow participants to learn about each topic.

Breakout session topics:

  1. HUD's Office of Recapitalization: Owners discussed aspects of the RAD Conversion process in the context of their specific properties
  2. Local PIH Field Office and the PHA: Owners discussed Project-Based Voucher (PBV) program administration
  3. HUD Multifamily Field Office: Owners discussed the process of onboarding and contract administration for properties with Project-Based Rental Assistance contracts

Training Objectives

This workshop enabled owners to:

  • Understand the basics of RAD conversion to determine if their property is a likely candidate
  • Begin the process of working with HUD to start on the conversion process
