Implementing HUD's SAFMR Rule Training Series

This one-day training is intended for Designated Small Area Fair Market Rent (SAFMR) Public Housing Agencies (PHAs). Using a combination of lecture, group exercises, and case studies, the training will provide detailed guidance on implementing SAFMRs.

Upon completion of this course, participants will understand:

  • Key provisions of the Final SAFMR Rule and changes to the Housing Choice Vouchers (HCV) program
  • How to set and adjust payment standards
  • How the transition to SAFMRs may affect payment standards
  • How to handle decreases in payment standards for families under Housing Assistance Payments (HAP) contract
  • How to communicate with voucher holders and landlords about SAFMR
  • Best practices for implementation and strategies to mitigate challenges

Who Should Attend?

This training is recommended for the PHA staff person most directly involved in the implementation of SAFMR. Seats are limited to staff from Designated SAFMR PHAs, i.e. those PHAs administering vouchers in the 24 metropolitan listed below and are required to implement SAFMR by April 1, 2018. PHAs may register more than one staff person per training. Seats will be confirmed on a first-come, first-served basis.

Please note, your enrollment does not guarantee approval. You will receive a confirmation email entitled "Confirmation_Implementing HUDs SAFMR Rule" once your enrollment has been approved. Please do not make any non-refundable travel arrangements until you receive an email confirmation notice. HUD cannot be responsible for penalties incurred due to cancelled arrangements. Registration for this training will close 2 business days before the class start date.

Which Training Should I Attend?

Based on the training locations and the metropolitan areas slated to implement SAFMR, HUD has preliminarily associated each metropolitan area with one of the training locations and encourages you to attend that training. Should a PHA find that they are unable to send a representative to the associated training location, please register for an alternative location.
