The Understanding Recent IDIS Changes Based on the HOME Commitment Interim Rule webinar was held on April 26th and 27th, 2017. Much of the content described during the webinar is no longer applicable, therefore, the slides and transcripts will not be posted. Specifically, President Trump signed the Consolidated Appropriations Act of 2017 (P.L. 115-31) a few days after the webinar. The Act includes a provision that suspends the 24-month HOME commitment requirement for deadlines that occurred, or will occur in 2016 through 2019. This means HUD will not enforce the cumulative and grant-specific commitment deadlines in 2017 and has removed those requirements from both versions of the monthly HOME Deadline Compliance Status Reports (DCSR) posted on the HUD Exchange:
However, HUD will continue to enforce the CHDO reservation and expenditure deadlines.
