The Housing Counseling Basics Webinar Series will provide training for newer staff of housing counseling agencies (HCAs), focused on day-to-day required counseling tasks, grant administration, and HUD's current policies and procedures. The series will highlight best practices for HUD Housing Counseling Program compliance, as well as information about common missteps. Presenters will also showcase existing tools and resources that may be helpful to staff who are learning the ropes, as well as more experienced housing counseling professionals looking for a refresher.

Financial Management and HUD Grant Administration This webinar was designed to assist agencies with developing budgets, eligible expenses, quarterly reporting, and understanding timelines. Agencies learned about the terms of the grant agreement, how to draw down funds through electronic Line of Credit Control System (eLOCCS), how to file No Activity reports, and what happens to the grant if the HCA is inactivated or terminated.

Participants learned about:

  • Key steps in the life of a HUD Housing Counseling Grant
  • Eligible expenses and budgeting for the HUD Housing Counseling Grant
  • Grant reporting, use of eLOCCS, and the role of the Housing Counseling System (HCS) and Client Management System (CMS)

Recordkeeping and File Maintenance This webinar covered the basics of client files, activity logs, follow-up actions, and documentation of day-to-day counseling. This training assisted HCAs and counselors in providing effective counseling and maintaining compliance with Housing Counseling Program requirements. This session did not cover file maintenance related to group education or HECM client files.

Tips and Tricks for Using Your CMS and HCS This webinar discussed system maintenance, CMS data input, HCS profile updates, and 9902 reporting requirements. Participants learned about tools and resources to assist with accurate data reporting and uploads.

  • Data input, handling personally identifying information (PII), and CMS system selection and troubleshooting
  • Using HUD's Housing Counseling System and tips for accurate and complete 9902 Form reporting
