Housing Counseling 2021 Conference: Kick Off and Annual Updates

The 2021 Office of Housing Counseling (OHC) Community Conference opened with brief remarks from HUD on the purpose of this conference, the importance of the HUD Housing Counseling program, OHC's priorities and the value of partnerships with conference participants, and a review of the day's agenda.


  • Shawna LaRue Moraille, Director, ICF, TA Provider: Shawna LaRue Moraille is a Director of Community Development at ICF. Shawna has extensive professional experience in HUD's Community Planning and Development (CPD) programs, including the HOME Investment Partnerships Program, Neighborhood Stabilization Program (NSP), and the Community Development Block Grant (CDBG).


  • Adrianne Todman, Deputy Secretary, HUD: Adrianne Todman is the 12th Deputy Secretary of the U.S. Department of Housing and Urban Development. Deputy Secretary Todman served as the CEO of the National Association of Housing and Redevelopment Officials (NAHRO) from 2017 to June 2021. During her tenure, Deputy Secretary Todman improved the association's financial standing and business operations, created a member-centric culture, and advocated for funding and policies to preserve and develop affordable housing and help communities thrive.
  • Lopa P. Kolluri, Principal Deputy Assistant Secretary, HUD's Office of Housing and the Federal Housing Administration (FHA): Lopa P. Kolluri serves as the Principal Deputy Assistant Secretary for the Office of Housing and the Federal Housing Administration (FHA) at the U.S. Department of Housing and Urban Development (HUD). In this role, Ms. Kolluri is the senior leader responsible for the Office's policies, programs, and operations supporting homebuyers, homeowners, multifamily residents, and housing counselors. Kolluri is also responsible for the Office's oversight of manufactured housing and FHA's Single Family, Multifamily, and Healthcare mortgage insurance programs.
  • David Berenbaum, Deputy Assistant Secretary, HUD's Office of Housing Counseling: David Berenbaum serves as the Deputy Assistant Secretary for Housing Counseling at the United States Department of Housing and Urban Development. As a member of the Senior Executive Service, Mr. Berenbaum collaborates with HUD's leadership, professional staff, and partners to provide the high impact services to ensure that every American has a place to call home and the ability to achieve their financial dreams. David brings leadership and program experience to the Office of Housing Counseling and to the issues of fair, affordable & sustainable housing and related public and private sector housing counseling initiatives.
