Capital Needs Assessment e-Tool Training

This page provides training on using the Capital Needs Assessment electronic tool (CNA e-Tool) which is being developed by HUD’s Office of Multifamily Housing. The CNA e-Tool provides an automated process for preparation, review, submission, approval and periodic updating of capital needs assessments. The CNA e-Tool is suitable for use by any multifamily housing program.

These training modules provide users a preview of the CNA e-Tool and related instructions for performing a capital needs assessment.

Access the Training

  1. Select the title of the module you want to access.
  2. You will be prompted to either create or log into your HUD Exchange Learn account.
  3. If you need to create an account, Click Create an Account.
    1. Fill out the form, and click the Create Account button. For the Organization Information, if you are not affiliated with a HUD program, choose Other Organization and enter your Organization Name and Organization Type (e.g., Due Diligence Provider, Lender, Multifamily Property Owner).

      Note: For the CNA e-Tool training modules, data provided during the account creation process is being used to analyze the organization types of training participants. Identifying data such as name, organization, and contact information will not be shared with HUD.
    2. Your account has been created. You will receive a confirmation email.
  4. After creating an account or logging in, the training will launch in a new window. Make sure your pop-up blockers are turned off.

This module provides an introduction to the Capital Needs Assessment e-Tool suite. By completing this module, you will prepare yourself for more in-depth training on the suite and also gain a solid understanding of why the suite was developed.

Evaluating Physical Conditions

This module explains the basic steps in a capital needs assessment and common issues that often arise during an assessment. By completing this module, you will prepare yourself to evaluate a property, and/or to assist in the evaluation process.

This module provides an introduction to federal accessibility regulations and illustrates common accessibility issues assessors may encounter. By completing this module, you will prepare yourself to apply accessibility standards as they apply to capital needs assessments.

By completing this module, you will learn the importance of understanding utility conservation concepts, how to enter them into the CNA Assessment Tool, and how to generate and upload reports using EnergyStar® Portfolio Manager®.

Immediate and Future Repairs

The CNA e-Tool classifies repairs as "immediate" (critical repairs and non-critical repairs, typically occurring in year 1 of the Estimate Period) or "future" (taking place later in the Estimate Period). This module covers issues that typically arise when estimating future repairs using the CNA e-Tool. This module does not include specific data entry instructions; see the Instructions Document and the module "Using the CNA e-Tool".

This module provides a walkthrough of the CNA e-Tool, including the CNA Assessment Tool and the Web Portal. By completing this module, you will prepare yourself to create, review, modify, validate, and submit CNAs.
