Capital Needs Assessment e-Tool Training
This page provides training on using the new web-based version of the Capital Needs Assessment (CNA) e-Tool developed by HUD's Office of Multifamily Housing. The CNA e-Tool provides an automated process for preparation, review, submission, approval, and periodic updating of CNAs. The CNA e-Tool is suitable for use by any multifamily housing program, as well as Public Housing Agencies (PHAs) (for Rental Assistance Demonstration (RAD) transactions only) and USDA housing programs.
Training Modules
These training modules provide users a walk-through of the CNA e-Tool and related instructions for completing CNAs using the e-Tool.
Module 1: Introduction to the CNA e-Tool
This module introduces the CNA e-Tool. By completing this module, you will prepare yourself for more in-depth training on the e-Tool, gain a solid understanding of why the e-Tool was developed, and become familiar with the tool's functions and terminology.
Module 2: Evaluating Physical Condition
This module explains the basic steps in conducting a CNA and common issues that often arise during an assessment. By completing this module, you will prepare yourself to evaluate a property and/or assist in the evaluation process.
Module 3: Federal Accessibility Regulations
This module introduces federal accessibility regulations and illustrates common accessibility issues needs assessors may encounter. By completing this module, you will prepare yourself to apply accessibility standards as they apply to CNAs.
Module 4: Utility Conservation
This module explains how utility conservation affects and is reflected in the CNA e-Tool. By completing this module, you will learn the importance of understanding utility conservation concepts, how to enter them into the CNA e-Tool, and how to generate and upload reports using EnergyStar® Portfolio Manager®.
Module 5: Immediate and Future Repairs
The CNA e-Tool classifies repairs as "immediate" (critical repairs and non-critical repairs, typically occurring in year one of the Estimate Period) or "future" (taking place later in the Estimate Period). This module covers issues that typically arise when estimating future repairs using the CNA e-Tool. This module does not include specific data entry instructions; see the CNA e-Tool User Guide for this information.
Module 6: CNA e-Tool Walkthrough
This module provides a walkthrough of the CNA e-Tool. By completing this module, you will prepare yourself to initiate, assign, complete, validate, send, and submit CNAs. You will also become familiar with the general organization of the data input screens and the Dashboard and Validation screens as well.
