What Is HTF?
HTF is a formula-based grant program that is targeted to serve VLI and extremely low-income (ELI) households. HTF is administered by states or State-Designated Entities; often, it is administered by the same agency that administers the HOME Program.
Each state must identify priority factors for funding in an HTF allocation plan, along with the activities and eligibility requirements put in place by the state for its HTF recipients. View more details about HTF on the Housing Trust Fund landing page.
