What Is the HOME Program?

The HOME Program provides formula grants to states and localities that communities use—often in partnership with local partners—to fund a wide range of housing activities to benefit low-income people, including acquisition, new construction, and/or rehabilitation of affordable housing for either rental or homeownership housing or providing tenant-based rental assistance. It is the largest federal block grant to state and local governments designed exclusively to create affordable housing for low-income households. PJs can use HOME Program funds to finance a wide range of housing activities for low-income and VLI households, and to design housing programs that best meet local needs.
