Who Is This Guidebook For?
The primary audience of this Guidebook is:
- HOME PJs and their potential partners, including state recipients; subrecipients; project owners, sponsors and developers; Community Housing Development Organizations (CHDOs); and OZ investors. PJs can use this guide to educate potential partners about their HOME Programs.
- HTF Grantees (States and State-Designated Entities) and their development and potential development partners, including OZ investors. Grantees can use this guide to educate potential partners about their HTF programs.

This Guidebook will use the term “grantees” when referring to both HOME PJs and HTF grantees together.
