Possible NIMBY-Related Impediments

The town ordinance provides that once a "group home" has been located in a residential district, no other group home can locate within a 2500-foot radius. "Group home" is defined as a "residential placement for persons with disabilities who are in need of 24-hour supervision." The home on which RC has the option is located 1,500 feet west of a group home, and the town has refused to issue a certificate of occupancy for operation of the home.
