Demographics of Target Population
The following are key demographic characteristics of the population being served by the project:
Who will the project serve? Adult males and females, all with mental illnesses, some with other co-occurring conditions, such as chronic health concerns, developmental disorders, and substance abuse disorders.
How are they homeless? All are being evicted from their current residences, and lack the means and the independent living skills to obtain housing without financial support and case management assistance. These individuals will live temporarily in special shelters established by the state until this housing is available.
Are they members of a protected class? "Protected classes" are groups that are protected by fair housing laws from discrimination in the sale, rental, and financing of dwellings, and in other housing-related transactions. In particular, the Civil Rights Act of 1968 (Fair Housing Act), as amended, prohibits discrimination based on race, color, national origin, religion, sex, familial status, and disability. The Americans with Disabilities Act of 1990 prohibits discrimination based on disability in programs, services, and activities provided or made available by public entities, including state and local public housing, housing assistance, and housing referrals. The individuals being served by the project are members of a protected class. They are persons with disabilities. Those with substance abuse disorders are in treatment.
What are their income sources? Most are receiving Social Security Disability Insurance (or Supplemental Security Income) as well as earning part-time wages. Some receive state Temporary Assistance funds.
Are there legal status concerns? There are no legal concerns. The individuals being served are legal residents of the United States
What is their household composition? Eight single adults.
