CDBG-DR grantees must complete an unmet needs assessment to inform the activities they propose in their Action Plan. The needs assessment is an analysis of unmet needs following a disaster event and relies on data from several agencies, including FEMA and SBA. Usually conducted several months after the disaster event, the needs assessment must take into consideration the recovery activities already completed and focus on remaining needs for long-term recovery.
CDBG-MIT grantees must complete a mitigation needs assessment that analyzes current and future disaster risks to inform the activities they propose in their Action Plan. Grantees must collaborate with stakeholders that administer FEMA’s Hazard Mitigation Grant Program and use the risk-assessment from the most recent state, local, or Indian tribal government’s Hazard Mitigation Plan to inform their needs assessment.
