This guidebook outlines strategies and approaches for Public Housing Agencies (PHAs) to play an important role in reducing and ending homelessness in their communities by using their Housing Choice Voucher (HCV) and Public Housing programs. These programs can help people leave homelessness and gain long-term housing stability. The guidebook has five subject guides that include best practices and examples of PHA collaboration with local Continuums of Care (CoCs). By establishing partnerships, using the CoC's Coordinated Entry (CE) systems, and adapting their application and lease-up process, PHAs can help people experiencing homelessness access long-term housing subsidies.
