This memorandum updates and revises the memorandum, Revision, Extension and Update of April 2020 Memorandum Availability of Waivers and Suspensions of the HOME Program Requirements in Response to COVID-19 Pandemic, issued on December 4, 2020 (the "December 2020 Memo"). All three memoranda links are provided below.
The April 2020 memorandum, issued on April 10, 2020 (the "April 2020 Memo") and amended by the December 2020 Memo, announced the availability of certain statutory suspensions and regulatory waivers to enable HOME Participating Jurisdictions (PJs) affected by the COVID-19 pandemic to use HOME funds to address immediate housing needs and to help prevent spread of the virus.
The December 2020 Memo extended certain statutory suspensions and regulatory waivers described in the April 2020 Memo through September 30, 2021 and added a new statutory suspension and regulatory waiver.
As described in the specific suspensions and waivers below, this memorandum, effective as of September 30, 2021, amends the December 2020 Memo to further revise or extend certain statutory suspensions and regulatory waivers.
Community Planning and Development (CPD) Field Offices shall inform PJs of the availability of these suspensions and waivers, including the revisions and additions to the December 2020 Memo. A PJ that intends to implement one or more statutory suspensions or waivers must send written notification via e-mail to the CPD Division in its local HUD Field Office through the appropriate CPD Field Office mailbox and to the Office of Affordable Housing Programs (OAHP) at HOMECOVID19@hud.gov.
