The HUD-2991, Certification of Consistency with the Consolidated Plan, is a HUD document submitted by an applicant applying for funds and signed by a certifying official from the jurisdiction in which the project will operate. The document certifies that the project is consistent with the jurisdiction’s Consolidated Plan.
For the CoC Program Competition, Continuums of Care (CoCs) are required to upload the HUD-2991 to the CoC Consolidated Application: Priority Project Listing. A Collaborative Applicant must either attach a HUD-2991 for each project application or may submit a single HUD-2291 with a list of the submitted projects from each jurisdiction within the CoC’s geographic area.
