Description

The Homelessness Programs Toolkit provides state agencies responsible for implementing HUD-funded homeless programs with tools to help ensure effective and compliant program administration. The toolkit documents are primarily designed to provide information to State Emergency Solutions Grant (ESG) recipients concerning the operation of the Continuum of Care (CoC) program as well as requirements for coordinating with CoCs, participating in the Homeless Management Information System (HMIS) and assuming an active role in ensuring that homeless program resources are used efficiently and effectively to address community needs throughout their state. The toolkit also provides ESG program information suitable for those new to or unfamiliar with the program. The purpose of the toolkit is to ensure that state recipients have the resources they need to understand how program requirements apply to their unique situations and assist them in meeting these requirements.
