Starting with the FY 2018 CoC Program Registration, there are three Registration Notices that will be in effect until amended, superseded, or rescinded; however, in e-snaps, there is still only one CoC Registration for all Collaborative Applicants, including those applying for designation as a Unified Funding Agency (UFA) or a High Performing Community (HPC).
The registration process described within these Notices applies only to Collaborative Applicants; it does not apply to project applicants.
- On April 9, 2018 HUD published the CoC Program Registration Notice that provides Collaborative Applicants with an outline of the functions and requirements of the registration process. It also provides Collaborative Applicants and project applicants with information necessary to continue implementation of the amendments to the McKinney-Vento Act (the Act) made by the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act.
- On April 16, 2018 HUD published the CoC Program UFA Registration Notice that provides Collaborative Applicants with the information necessary to apply for UFA designation when registering the CoCs in preparation for the annual CoC Program Competition.
- On May 1, 2018 HUD published the CoC Program HPC Registration Notice that provides the detailed information Collaborative Applicants will need to complete the HPC forms in the FY 2018 CoC Program Registration process.
HUD strongly recommends referring to the CoC Program interim rule in conjunction with these Notices.
