This comprehensive plan for Doña Ana County and its municipalities (Plan 2040) is the result of a collaborative effort to advance and integrate regional planning by bringing together planning for housing, transportation, workforce, economic development, and the environment. Plan 2040 has been specifically developed to address the values and interests of people living and working in Doña Ana County and aims to advance locally shaped livability principles and priorities.
