Description

This Notice of Funding Availability (NOFA) establishes the funding criteria for the FY 2017 Continuum of Care (CoC) Program. HUD is making available approximately $2 billion in Fiscal Year 2017 for the CoC Program. The CoC Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, States, and local governments to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.

The FY 2017 CoC Program Competition opened Friday, July 14, 2017 and closed Thursday, September 28, 2017.

A technical correction of the NOFA was published on August 17, 2017 to reflect the following changes:

Section VII.A.6.d. stated, “Up to 4 points to CoCs that demonstrate the total number of homeless households with children and youth has decreased as reported in the 2017 PIT count compared to 2016.”

  • This now correctly states, “Up to 4 points to CoCs that demonstrate the total number of homeless veterans has decreased as reported in the 2017 PIT count compared to 2016.”

 Section V.G.5.d.(1)

  • Corrected “Oofice” to “Office,” – “When considering renewal projects for award; HUD will review information in eLOCCS, APRs, and information provided from the local HUD CPD field office, including monitoring reports and audit reports as applicable, and performance standards on prior grants, and will assess projects using the following criteria on a pass/fail basis…”

Section VI.C.2.i. Applicant Code of Conduct

  • Corrected the hyperlink to ensure it directs the reader to the HUD website page for Code of Conduct information. The previous link presented, “Page not found.”
