This document provides answers to the most common questions about the Housing Counseling: New Certification Requirements final rule. The rule implements statutory requirements that housing counseling required under or provided in connection with all HUD programs will be provided by HUD Certified Housing Counselors.

The frequently asked questions cover several topics including a summary of the key provisions and their effective date; additional program requirements for housing counseling agencies, including homeownership counseling, home inspection requirements, and election law and material violations; the certification exam and training; compliance with certification requirements; and requirements for other HUD programs.
