This tool provides a criteria checklist and benchmark worksheet to help communities assess their progress toward ending Veterans homelessness relative to the Federal Criteria and Benchmarks for ending homelessness among Veterans. An instruction tab is included and provides additional important clarifications, primarily concerning benchmarks A and B.

Users may also refer to the Master List Template and Benchmark Generation Tool to help collect and track data necessary for benchmarks measurement and to automatically calculate benchmark performance.

Note: This tool is voluntary and not required by the Federal partners.

Update to the Criteria and Benchmarks Review Tool: This Tool was updated in April 2020 to Version 3.0 to align with the definitions of Grant and Per Diem (GPD) programs in Version 4 of the Criteria and Benchmarks for Achieving the Goal of Ending Veteran Homelessness. Changes include defining Low Demand, Hospital to Housing, Clinical Treatment, or Service Intensive GPD models as Service-Intensive Transitional Housing, noting that Veterans in Bridge Housing GPD may fall into exempted groups, and clarifying that veterans in Transition in Place programs are considered to be staying in Permanent Housing.
