This resource provides an explanation of Fair Market Rents and rent reasonableness requirements in the Emergency Solutions Grants (ESG) Program Interim Rule and describes how to determine and document compliance with each. In addition, it briefly describes some of the differences and similarities between rental assistance provided under the Homelessness Prevention and Rapid Re-Housing Program (HPRP) and ESG. ESG recipients and their subrecipients can use this resource to develop policies, procedures, and documentation requirements to comply with HUD rules.
