The CoC Program Registration and CoC Review Instructions resource contains HUD’s guidance to Collaborative Applicants on how to complete the CoC Program Registration and CoC Review. This guide provides the instructional steps that follow the progression of screens in e-snaps. It covers important information about accessing and submitting the CoC Program Registration and CoC Review. The organization of material in this guide corresponds with the chronology of the CoC Program Registration process, addressing both the CoC Program Registration and then the CoC Review that follows.
Starting with the FY 2022 CoC Program Registration, there are three Registration Notices that will be in effect until amended, superseded, or rescinded.
The registration process described within these Notices applies only to Collaborative Applicants; it does not apply to project applicants.
On January 3, 2022, HUD published the CoC Program Registration Notice that provides provides collaborative Applicants, including Indian Tribes and TDHEs, with the information necessary to register a CoC in preparation for the annual FY CoC Program Competition and to claim geography, including Indian Tribes' formula areas. It also provides Collaborative Applicants and project applicants with information necessary to continue implementation of the amendments to the McKinney-Vento Act (the Act) made by the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act.
On January 3, 2022, HUD published the CoC Program UFA Registration Notice that provides Collaborative Applicants with the information necessary to apply for UFA designation when registering the CoC in preparation for the annual FY CoC Program Competition.
On January 20, 2022, HUD published the CoC Program HPC Registration Notice that provides the detailed information Collaborative Applicants will need to complete the HPC forms available as part of the annual CoC Program Registration for CoCs that want to apply for this designation.
