This document provides guidance to States, Urban Counties and Cities that are grantees under the HUD Homelessness Prevention and Rapid Re-Housing Program (HPRP) regarding the issues that grantees should consider in deciding how to select and contract with subgrantees to meet the objectives of the HPRP program.
