AHAR Annual Homeless Assessment Report
The Annual Homeless Assessment Report (AHAR) is a report to the U.S. Congress on the extent and nature of homelessness in America. The report is prepared HUD and provides nationwide estimates of homelessness, including information about the demographic characteristics of homeless persons, service use patterns, and the capacity to house homeless persons. The report is based primarily on Homeless Management Information Systems (HMIS) data about persons who experience homelessness during a 12-month period.
HUD designed the CoC Check-up to help Continuums determine the degree to which they are prepared for the implementation of the Continuum of Care Program and other HEARTH programs. The Check-up includes a self-administered online survey of major stakeholders, a process to review existing local data on homelessness, the development of a "HEARTH-readiness" rating, and a community plan to address HEARTH "readiness" issues. A Continuum cannot request HUD Technical Assistance without having completed the Continuum of Care Check-up.
The CoC Dashboard provides an overview of a CoC’s award amount, projects, housing inventory, and households served. Dashboards are published annually.
CoC Awards by Program Component
CoC Awards by Program Component reports provide snapshots of award data broken down by eligible program component types for the year selected. The reports also display the amount and percentage of new projects and renewal projects.
e-snaps Annual Performance Report (APR) for CoC Grant-Funded Programs
CoC grantees report the progress and accomplishments of activities funded by Supportive Housing Program (SHP), Shelter Plus Care (S+C) and SRO grants through the APR. Grantees have 90 days from the end of their operating year to report their APR to HUD through e-snaps. CoC Program-funded projects will report in e-snaps as well.
e-snaps Annual Performance Report (APR) for HMIS Dedicated Projects
SHP-HMIS grantees report the progress and accomplishments of HMIS dedicated projects funded under SHP through the APR. Grantees have 90 days from the end of their operating year to report their APR to HUD through e-snaps. CoC funded HMIS projects will report in e-snaps.
Housing Inventory Count (HIC)
The Housing Inventory Count collects information about all of the beds and units in each Continuum of Care homeless system, categorized by five Program Types.
The Housing Inventory Count also includes information about unmet need.
Point-In-Time (PIT) Count
The Point-in-Time Count provides a count of sheltered and unsheltered homeless persons from either the last biennial count or a more recent annual count. Counts are based on:
Counts are further broken down into subpopulation categories including counts of persons who are chronically homeless, persons with severe mental illness, chronic substance abusers, veterans, persons with HIV/AIDS, and victims of domestic violence.
