Each grantee’s page includes the following information: contact information, grant allocation, commitment, and drawdown amounts, Action Plans, Quarterly Performance Reports (QPRs), Production Reports, NIC Reports, Snapshots, project highlights, photos, videos, website links, and more.

Expenditures and Grant Amounts

Monthly Expenditure Report
The report contains grant amount and expenditure data for each NSP grantee.

NSP Snapshots
NSP Snapshot Reports provide a "snapshot" picture for grantees and community stakeholders. The snapshots provide data on commitments, drawdowns, activity types, and program income. There are program-wide snapshots for NSP1, NSP2, and NSP3 as well as individual snapshots for each grantee. Snapshots are posted quarterly.

Unit Production and Outcomes

NSP Production Reports
NSP Production Reports contain cumulative data on units assisted with NSP funds. An NSP grantee reports on the accomplishment of an activity when it meets an End Use, such as providing down payment assistance to an eligible household, demolition of a blighted property, or acquiring and rehabbing a foreclosed property and selling it to an eligible owner occupant. Production Reports are posted quarterly.

NSP Investment Cluster (NIC) Reports
The NIC study analyzes how markets treated with a concentration of NSP investment have changed over time compared to similar markets that have only minimally or not been touched by NSP. These findings are then displayed in a series of maps and reports at the cluster level and at the grantee level. These tools can assist grantees and HUD in understanding how markets in which they are investing are changing over time, and how certain types of investment might affect NSP target areas.

Narrative Reports

Action Plans
The Action Plan, also known as a Substantial Amendment, contains a description of a grantee’s intended use for NSP funds. The plan contains information on the following topics: the areas of greatest need for NSP funding, the distribution and use of funds, program definitions and descriptions, low income targeting, public comment, and activity descriptions.

Quarterly Performance Reports
Quarterly Performance Reports (QPRs) include information on how grantees are using NSP funds. QPRs contain project names, activity descriptions, project locations, national objectives, funds budgeted and expended, funding sources, numbers of properties and housing units, beginning and ending dates of activities, and numbers of low- and moderate income persons or households benefiting from the use of NSP funds.

NSP2 Target Areas Census Tracts Table
The NSP2 Target Areas Census Tracts Table contains the census tracts targeted by NSP2 grantees.

NSP3 Target Areas Neighborhoods Table
The NSP3 Target Areas Neighborhood Table contains the neighborhoods targeted by NSP3 grantees.

NSP3 Target Areas Census Blocks Table
The NSP3 Target Areas Census Blocks Table contains the census blocks that correlate to the neighborhoods targeted by NSP3 grantees.

Target Areas Map

NSP Target Areas Map
A map of NSP target areas is available through the CPD Maps tool.

To see NSP Layers on CPD Maps:

Go to https://egis.hud.gov/cpdmaps/.
Close the Guide Me welcome window.
Click the Map Selection icon.
Scroll down the Map Selection menu, select the Boundaries drop-down menu, select the Other drop-down menu, and select the desired NSP Target Areas layers from the menu.
Zoom in on an area to view the NSP target areas by moving the "pan" hand cursor over a region and doubleclicking until you reach the desired zoom level. The target areas should appear as a colored layer. NSP1 target areas appear as a light green layer. NSP2 target areas appear as a light purple layer. Zoom out by clicking the zoom out icon in the navigation tools to the left of the screen. You can also use the navigation tools to zoom in and out, pan, and return to a previous view.

Mapping Tools for Grantees

HUD developed the NSP Mapping Tools to enable tracking of amendments to boundaries of grantees’ areas of greatest need and to have clear and up-to-date information about the boundaries of designated areas in order to evaluate the impact of the NSP program on those areas affected by foreclosed and abandoned properties and for other purposes. The tools also support HUD’s efforts to provide NSP grantees with property specific information in their designated areas, such as FHA real estate owned (REO) property listings and other resources.

Income Limits

The NSP Data page of HUD User contains the NSP Income Limits. The page includes data for 50% of Area Median Income and 120% of Area Median Income (AMI). For data on all HUD Income Limits -- Extremely Low (30%), Very Low (50%) and Low (80%) Income -- go to the HUD User Income Limits page.
