Special Policy Advisor

Chang Chiu joined FHEO as a Special Policy Advisor in the front office last January. Chang is a Biden Administration appointee and coordinates FHEO’s work on important administration priorities.

Before joining HUD, Chang served as a Senior Policy Advisor for the chief executive of Harris County, Texas (where Houston is located), County Judge Lina Hidalgo. As a key member of Judge Hidalgo’s policy team, Chang advised on housing policy and oversight of the Community Services Department, the county entity that administers HUD grants. Chang also led policy development on flood risk mitigation, democracy (elections, Census 2020, and civic engagement), immigration and refugee resettlement, worker protection, and COVID-19 recovery programs.

Chang has worked internationally on democracy, civil society, human rights, and humanitarian issues. He previously led the National Endowment for Democracy’s grantmaking for China and Indonesia. He also served as a Program Officer for the American Red Cross, where he coordinated humanitarian relief and recovery efforts in Indonesia after the 2004 Indian Ocean tsunami.
