FSS Program Launch Roadmap


This is a graphic visualization of the stages to launching a multifamily housing FSS program.
The graphic outlines the process of establishing an FSS program in three phases: 1) Getting Started; 2) Launching Your Program; and 3) Managing Your Program. Importantly, the third phase is more about program operation, not launch, but is still critical to establishing a high-quality FSS program.
The FSS Launch Roadmap is a tool to understand key activities, deliverables, team meetings, and personnel during each step of the launch process.
The first step within Getting Started is EXPLORATION. Within EXPLORATION, the steps are as follows:
i.	Assess resident interest and need
ii.	Identify funding for the program
iii.	Select properties
iv.	Determine program model and scope of services
v.	Determine staffing needs and hire staff
vi.	Explore and identify community partnerships
Deliverables in EXPLORATION include: Announcement to key staff of intention to launch FSS.
Staff to involve include: Organizational leadership, resident services, property management, accounting.
The second step within Getting Started is PLANNING. Within PLANNING, the steps are as follows:
i.	Establish escrow management procedures
ii.	Develop data collection and tracking systems for program management and reporting
iii.	Determine timeline for launch
iv.	Identify and inform FSS team of their responsibilities
v.	Develop and submit action plan
Deliverables in PLANNING include: Escrow management procedures, data management system, action plan
Staff to involve include: Organizational leadership, resident services, property management, accounting.
The next phase is Launching Your Program. The first step is PRE-LAUNCH. Within PRE-LAUNCH, the steps are as follows:
i.	Assign team roles and responsibilities
ii.	Train staff
iii.	Develop policies and procedures for day-to-day program operations
iv.	Develop outreach strategy and materials
v.	Develop CoP and ITSP templates
Deliverables in PRE-LAUNCH include: FSS program manual (optional), marketing materials, CoP and ITSP templates
Staff to involve include: Resident services, property management, accounting, site and service delivery staff
The second step in Launching Your Program is LAUNCH. Within LAUNCH, the steps are as follows:
i.	Begin marketing and outreach
ii.	Conduct FSS orientations for property residents
iii.	Enroll participants and begin 1:1 meetings
Deliverables in LAUNCH include: Participant Contracts of Participation (CoP) and Individual Training and Services Plans (ITSP)
Staff to involve include: Property management, accounting, site and service delivery staff
The third phase is Managing Your Program. The first step is DELIVERY. Within DELIVERY, the steps are as follows:
i.	Meet with program participants regularly
ii.	Manage FSS escrow accounts
iii.	Process interim and final escrow disbursements
Deliverables in DELIVERY include: Appointment notes and documentation, escrow account statements
Staff to involve include: Property management, accounting, site and service delivery staff
The second step in Managing Your Program is EVALUATION. Within EVALUATION, the steps are as follows:
i.	Evaluate program and make improvements
ii.	Report to HUD and other stakeholders
Deliverables in EVALUATION include: Revised program manual (optional), HUD quarterly reports
Staff to involve include: Resident services, property management, accounting, site and service delivery staff.
