HCV Families Housed Calculation

The number of families housed for the purposes of determining STS is based on three components. NOTE: Families that receive services only (with no housing assistance) are not included in any of the calculations.

    Local, Non-Traditional Development Program Families

    The number of families housed through development of affordable housing units, estimated based on the ratio of MTW funds invested, to the HUD-established per-unit total development cost. (For detailed information about these procedures, consult with the MTW Office.)

These three components are then combined to calculate the total number of families housed under the HCV and local, non-traditional programs for the purposes of assessing compliance with the STS requirement.

Number of Families Housed


The number of families housed will be compared with an ‘HCV STS Target’ to determine whether the MTW agency has met its STS obligation.

Example

Two years after receiving MTW designation, the Pleasant Knoll Housing Authority MTW Lead calculated that the agency provided 2,400 unit months leased under the HCV program, and 180 unit months leased under local, non-traditional rental subsidy assistance. In addition, the agency invested $1.2 million in developing affordable housing, and the HUD-published TDC was $100,000. The agency also provided services, but no housing assistance, to 53 families. The MTW Lead calculated the number of families housed as:
