Expansion Cohorts

Each cohort, or group of agencies that receive MTW designations, will be required to implement activities within a specific policy area and to participate in an evaluation of that policy change. HUD will provide information regarding the requirements for each cohort in the Selection Notice for each cohort. MTW agencies may implement policy changes outside of those associated with their cohorts, as long as those policy changes do not conflict or interfere with the cohort study.

Specific MTW Expansion Cohorts

Impact of MTW Flexibility on Small Sized PHAs

HUD will evaluate the overall effects of the MTW flexibility on agencies that manage or administer 1,000 or fewer units and the residents they serve.

Rent Reform

HUD will evaluate different rent reform models. Rent reform models may or may not be income-based and may include tiered rents and/or stepped-up rents.

Work Requirements

HUD will evaluate work requirements for residents/participants, which will only apply to residents/participants who are non-elderly, non-disabled, and at least 18 years old.

Landlord Incentives

HUD will evaluate how to improve landlord participation in the HCV program through incentives such as participation payments, vacancy payments, alternate inspection schedules, and other methods.

Impact of MTW Flexibility on PHAs <27,000

HUD will evaluate the overall effects of MTW flexibility on agencies that manage or administer 27,000 or fewer units and the residents they serve.
