Subpart M: Tenant-Based Rental Assistance

This module provides guidance for program administrators, property owners, property managers, maintenance staff, contractors, and compliance staff, and includes handouts that must be provided to tenants. Program administrators are encouraged to make sure the right tools are provided to each of these participants and that they keep proper records.

Tenant-Based Rental Assistance (TBRA) applies to HUD rental assistance to help low-income families with one or more children under 6 years of age when the privately-owned dwelling unit is pre-1978 and not otherwise exempt from the LHSR. The TBRA program is tied to the tenant and is not attached to the dwelling unit. Programs that typically fund TBRA activities include, but are not limited to:

  • Section 8 certificate and housing choice voucher programs
  • HOME Program
  • Continuum of Care Program
  • Shelter Plus Care Program
  • Housing Opportunities for Persons With AIDS
  • Indian Housing Block Grant Program
