This NOFA provides information and instructions for the FY 2017 Supplemental Comprehensive Housing Counseling Grant Program. This NOFA is comprised of both the General Section to the Department’s FY 2016 NOFAs for Discretionary Programs (General Section) published September 24, 2015, and this program section to the NOFA. In addition to the application requirements set forth in this document, Applicants must also comply with the requirements established in the General Section, and all Housing Counseling Program requirements. Congress has not yet appropriated funds for this program. Therefore, the amount of available funding for FY 2017 grants is not known and is contingent on future Congressional action.

In addition to the application requirements set forth in this document, Applicants must also comply with the requirements established in the General Section, and all Housing Counseling Program requirements. HUD reserves the right to award both FY 2016 and FY 2017 funds on the basis of this single NOFA competition. FY 2017 grant awards under this NOFA are contingent upon the availability of appropriations.

Funding Opportunity Title: NOFA for HUD's FY16-17 Housing Counseling Training Grant Program

This NOFA provides notice of a grant program that supports the provision of both basic housing counseling training and specialized topics of training to help meet these perceived needs. This financial support will assist housing counseling agencies to increase the use of partnerships with local and state-wide organizations to provide additional place based training on state and local issues.

General Section to HUD's FY 2016 NOFAs for Discretionary Programs Department of Housing and Urban Development

The General Section describes the requirements that are applicable to all HUD FY 2016 Program NOFAs. The General Section also provides information on HUD's priorities and strategic goals. Each Program NOFA will describe additional applicable procedures and requirements, including a description of the eligible applicants, eligible activities, threshold requirements, cross-program requirements such as nondiscrimination, environmental protection, and any additional program requirements or limitations. On June 21, 2016, HUD awarded more than $42 million in housing counseling grants to hundreds of national, regional and local organizations to help families and individuals with their housing needs and to prevent future foreclosures. HUD’s housing counseling grants and the additional funding they leverage will assist more than 1.4 million households find housing, make more informed housing choices, or keep their current homes.

This NOFA provided information and instructions for the FY 2014-2015 Comprehensive Housing Counseling Grant Program. This Notice was comprised of both the General Section to the Department's FY 2014 NOFAs for Discretionary Programs and the program section to the NOFA. The application deadline date was April 07, 2014. Applications must have been received by Grants.gov no later than 11:59:59 p.m. Eastern Time on the application deadline date. Applications for the Housing Counseling NOFA were submitted online on Grants.gov.

NOFA for HUD's Housing Counseling Training Grant

This NOFA provided information and instructions for organizations seeking to apply for grants to implement training activities designed to improve and standardize the quality of counseling provided by housing counselors employed by participating agencies. Participating agencies are all housing counseling and intermediary organizations participating in HUD's Housing Counseling Program, including HUD-approved agencies, affiliates and branches of HUD-approved intermediaries, HUD-approved multi-state organizations, and state housing finance agencies.

General Section to the Department's FY 2014 NOFAs for Discretionary Funding (also referred to as Program NOFAs), was published in advance of the publication of any individual FY 2014 Program NOFA. The General Section presented the Department's requirements, other cross-cutting federal requirements and application submission requirements applicable to all HUD Program NOFAs. The General Section and the individual FY 2014 Program NOFAs constituted the entirety of the FY 2014 NOFA requirements and instructions that apply to the FY 2014 Program NOFAs.

Reminder For All HUD Approved Housing Counseling Agencies Preparing to Submit a NOFA Application to Grants.gov

This listserv message was sent in anticipation of the publication of a Notice of Funding Availability (NOFA) for HUD's Housing Counseling Program, and advised potential Housing Counseling NOFA applicants should immediately take steps to ensure that they are properly registered to submit an application electronically through grants.gov. In order to apply for a grant, you and/or your organization must have completed the grants.gov registration process. The registration process can take between three to five business days or as long as four weeks if all steps are not completed in a timely manner. NOTE: Applicants are not be eligible to apply for grant funds if not properly registered.

If your application is received by Grants.gov before the deadline, but is rejected with errors, you have a grace period of one day beyond the application deadline to submit a corrected application that is received and validated by Grants.gov. The Department will use the date and time stamp on the Grants.gov system to determine dates when the grace period ends. The grace period ends at 11:59:59 p.m. Eastern Time one calendar day after the deadline date published in the Program NOFA. Any application submitted during the grace period that does not meet the criteria above will not be considered for funding. Please contact the Grants.gov Customer Support Center for assistance. There is no grace period for paper applications.
