Who are Intermediaries, state Housing Finance agencies (SHFAs), and Multi-State Organizations (MSOs)?

OHC approves intermediaries that provide housing counseling services through a network of affiliates or branches. State Housing Finance Agencies (SHFAs) are also eligible to participate in the program, and they can provide services directly or through a network of affiliates within the SHFA's state.

National, Regional, Multi-State Organization Intermediaries and SHFAs provide their networks with critical supportive services, including training, pass-through funding and technical assistance. They also play an important role in monitoring their networks to ensure services meet program standards and effectively meet the needs of their clients.
