This Act establishes the purpose, general authority, and authorization of appropriations for the Housing Opportunity for Persons with AIDS (HOPWA) program.

These regulations provide information regarding the Housing Opportunities for Persons With AIDS (HOPWA) program, including formula entitlements, competitive grants, use of grant funds, grantee and sponsor responsibilities, grant administration, and other federal requirements.

Through this final rule, HUD implements policy to ensure that its core programs are open to all eligible individuals and families regardless of sexual orientation, gender identity, or marital status. This rule follows a January 24, 2011, proposed rule, which noted evidence suggesting that lesbian, gay, bisexual, and transgender (LGBT) individuals and families are being arbitrarily excluded from housing opportunities in the private sector.

This HOPWA NOFA announces funds available for HOPWA Special Projects of National Significance (SPNS) grants that address both: (1) Direct housing assistance and service delivery to low income persons and families living with HIV/AIDS, including homeless individuals and families; and (2) comprehensive planning and coordination of local resources in meeting housing and service needs of the population.
