HOME and Other Federal Programs

When HOME Investment Partnerships Program (HOME) funds are combined with other federal programs, the impact can be greater than what any one program could achieve on its own. Participating Jurisdictions (PJs) should think carefully about how these programs can be combined in projects to achieve the greatest return for their resources. When using HOME with other funding sources, PJs are responsible for ensuring compliance with all of the HOME requirements over the HOME period of affordability. Some relevant federal programs include:

  • Community Development Block Grants (CDBG)
  • Neighborhood Stabilization Program (NSP)
  • Housing Choice Voucher Program Section 8
  • Project-based Rental Assistance Program
  • McKinney Act Programs
  • Section 202 Supportive Housing for the Elderly Program
  • Housing Opportunities for Persons with AIDS (HOPWA) Program
  • Section 811 Supportive Housing for Persons with Disabilities
  • Low Income Housing Tax Credits
  • US Department of Agriculture Housing Assistance programs
  • Self-help Homeownership Opportunity Program
  • Housing Trust Fund (HTF)

Other Policy Guidance

CPD Memo: Joint CPD and FHA Memorandum on Cross-selling FHA Programs 

Prior to May 2006, it was understood that FHA prohibited a downpayment assistance provider from using second mortgage liens or grant agreements which stated that the downpayment assistance provider is entitled to excess proceeds at foreclosure in the event a third party's bid exceed the FHA-insured first mortgage amount. This joint memo determines that FHA regulations would not prohibit HOME downpayment assistance in conjunctions with FHA-insured financing under such a scenario.
