Overview

Cornelius Place is a newly built mixed-use development that includes 45 new affordable apartments for low-income seniors, offering studio, one-, and two-bedroom units. The project was developed on city-owned land. This development is unique in that the housing is situated in the two stories above the Cornelius Public Library. The building also has a community room for seniors to socialize and participate in educational classes as well as a YMCA center. The project presents multigenerational synergies – not only are the senior apartments located above the library, the library is located across the street from an elementary school.

Place

The project site is located in the Civic Center district of the City of Cornelius. The primary strength of the location is its position in the center of downtown in close proximity to many urban facilities and services including: the new Cornelius Public Library on the ground floor of the building; a new medical wellness center one block west which includes a medical and dental offices, a pharmacy, and provides educational services pertaining to preventative medicine, diet and nutrition; five churches within a six block radius; a small grocery store within three blocks; a large grocery store within six blocks; Water Park six blocks away; and a community center two blocks away. In addition, the site has excellent public transportation service directly in front of the property.

People

This project has provided 45 units of affordable housing to low-income seniors that would otherwise have been priced out of the housing market. The City of Cornelius has no other apartment properties within the Main Street area of downtown, with housing consisting almost entirely of low-density single-family housing. The senior residents of Cornelius Place can take advantage of the various community services and facilities that are readily available in the surrounding area, as well as easy access to public transportation which allows residents the ability to connect with the greater Portland Metropolitan area.

Partners

The project was a team effort of Bienestar, Bridge Housing, and the City of Cornelius. The inclusion of CDBG funds in the development of the Cornelius Public Library allowed multiple generations to benefit from one location. The public-private partnership was a great way to implement urban mixed-use development in a smaller town with a somewhat rural environment.
