Any HOME funds appropriated in federal fiscal year (FY) 2015 will not be available for HOME Participating Jurisdictions (PJs) to expend after September 30, 2023 (for more information please see HOME FACTS - Vol. 2, No. 2, February 2009). This date has been extended one year for the HOME program in the Consolidated and Further Continuing Appropriations Act, 2015 (P.L. 113-235).
HOME funds remaining in the PJ’s FY 2015 grant on this date will be recaptured by the United States Treasury, per the National Defense Authorization Act. Unexpended HOME funds on grants from 1992 through 2001 are not subject to these rules. However, all HOME grants beginning with FY 2002 are subject to these rules each September 30 - eight or nine years after the start of the Federal FY in which the funds were appropriated.
In an effort to assist PJs in identifying FY 2015 and older grant balances, the Office of Affordable Housing Programs (OAHP) will post a report periodically identifying each PJ that has a grant balance for FY 2015 and earlier. This report is an MS Excel spreadsheet, which is broken up by state. The report provides data on the following:
