e-snaps : CoC Program Applications and Grants Management System

The electronic grants management system used by HUD’s Office of Special Needs Assistance Programs (SNAPS) is known as e-snaps.

  • CoC Program Funding Applications and Grant Awards: e-snaps supports the application and grant award process for the HUD Continuum of Care (CoC) Program. The resources available on this page below include general resources, e-snaps navigation guides, and instructions on completing registration (CoCs only) and funding applications (CoCs and project applicants). Official HUD releases specific to the current CoC Program Competition cycle will be posted on the FY 2018 Funding Availability page once available.
  • Annual Performance Reports (APR): In April 2017, HUD began requiring CoC homeless assistance grant recipients to submit their APR data through a new online system – the Sage HMIS Reporting Repository. Grantees will no longer submit APRs in e-snaps. This change in systems applies to all CoC homeless assistance grants regardless of when they were initially funded. View APR Guidance.

CoC Program Competition Resources

The CoC Program awards funding annually based on a competitive process. Grant awards are made to recipient organizations that operate housing and services for persons experiencing homelessness and to recipient organizations that represent a CoC and conduct planning or Unified Funding Agency (UFA) activities.

CoC and Collaborative Applicant

Collaborative Applicant Primary Contact Update: This document provides instructions when there is a change in the Primary Contact for the Collaborative Applicant. The Collaborative Applicant is the entity designated by the CoC to submit the CoC Registration and CoC Application on behalf of the CoC.

CoC Applicant Profile Navigational Guide: This navigational guide covers important information about accessing and completing the CoC Applicant Profile. The Primary Contact must review the Applicant Profile and update the information as needed.

Putting the Applicant Profile in Edit-Mode: This document identifies the steps to access the CoC Applicant Profile in e-snaps and ensure it is in edit-mode.

Project Applicant and Funding Recipient

Project Applicant Authorized Representative Update: This document identifies the steps project applicants and funding recipients need to take when there is a change in the organization’s Authorized Representative.

Project Applicant Profile Navigational Guide: This navigational covers important information about accessing and completing the Project Applicant Profile. The Authorized Representative must review the Applicant Profile and update the information as needed.

CoC Priority Listing

CoC Priority Listing Detailed Instructions and Navigational Guide: These documents provide important information on how Collaborative Applicants complete the CoC Priority Listing, which is submitted as a component of the CoC Consolidated Application. Instructions are provided on how to upload, review, and approve/reject all New, Renewal, CoC Planning, and UFA Costs projects. Collaborative Applicants will rank New and Renewal projects.

Project Rating and Ranking Tool: This document assists CoCs in evaluating projects and setting ranking priorities by using objective, performance-based scoring.

Project Ranking Worksheet: This document enables Collaborative Applicants to enter project information in one Excel worksheet and sort them by different factors prior to ranking projects in the Priority Listing.

General Project Application Information

Accessing the Project Application: This resource covers important information for accessing the Project Applications for Renewal, New, CoC Planning, and UFA Costs projects. Use this resource as a supplement to the primary resources for Renewal, New, CoC Planning, and UFA Costs Projects Applications. Project Applicants must complete three steps to access the Project Application—complete the Project Applicant Profile, register for the correct Funding Opportunity, and create a Project. After doing so, the Project Application will appear on the "Submissions" screen.

Transferring an Existing Project: This document identifies the steps project applicants (i.e., grantees) need to take when projects are being transferred from one grantee to another. There are two sections--one for transfers among existing grantees and one for project transfers to new grantees.

Applications for Housing and Services Project Funding

Renewal Project Application Detailed Instructions and Navigational Guide: These documents provide instructions for organizations submitting the Renewal Project Application in e-snaps for renewal projects.

Process for Completing FY 2017 Renewal Project Application Screens: Starting in FY 2017, the Renewal Project Application screens function differently for project applicants who import data. This document provides project applicants with instructions on completing the renewal project applications screens for the FY 2017 Renewal Project Application.

New Project Application Detailed Instructions and Navigational Guide: These documents provide instructions for organizations submitting the New Project Application in e-snaps for new projects.

Budgets - Project Application Navigational Guide: This navigational guide covers important information about accessing and completing the budget screens (Part 6 of the Project Application) for Project Applicants.

Project Application Appeal Process Navigational Guide for Solo Projects: This navigational guide covers important information about completing the Project Application appeal process in e-snaps for a recipient whose project application was rejected in the local Continuum of Care (CoC) competition during the CoC funding process.

Applications for Collaborative Applicant Planning and UFA Activity Funding

CoC Planning Project Application Detailed Instructions and Navigational Guide: These documents provide instructions for accessing and completing the Project Application for CoC Planning costs. Collaborative Applicants can submit a Project Application and enter into a grant agreement with HUD for funding for CoC Planning costs.

UFA Costs Project Application Detailed Instructions and Navigational Guide: These documents provide instructions for organizations accessing and completing the Project Application for UFA Costs. Collaborative Applicants that are designated by HUD as a UFA can submit a Project Application and enter into a grant agreement with HUD for funding for UFA Costs.

Adding and Deleting Registrants in e-snaps: This document provides instructions on how to add registrants to the organization's e-snaps account who will be working on an organization's application. For CoCs, this access includes the CoC Applicant Profile, CoC Registration, CoC Review, CoC Application, and CoC Priority Listing. For project applicants, this access includes the Project Applicant Profile and the project application. It also identifies the steps for deleting registrants who no longer need access.

Understanding e-snaps Features and Functions: This resource provides guidance that will enable users to better navigate through the features and functions of the e-snaps system.

Guide to the Left Menu Bar: This resource provides guidance that will enable users to better navigate through the left menu bar in the e-snaps system.

Creating a Zip File and Capturing a Screenshot: These documents provide instructions for capturing screenshots, which will aid users in capturing screen shots of particular e-snaps forms (in case you need to save and submit them through Ask a Question) and creating zip files, which will aid users in zipping documents to upload into e-snaps.

Ask A Question

Submit questions either to the e-snaps or CoC inbox using the following guidelines. When prompted to identify “My question is related to” on Step 2 of the AAQ form, select:

System: “e-snaps” for all CoC Program Competition funding and grant questions, including e-snaps technical issues; questions about the NOFA, CoC Application, CoC Priority Listings, and Project Applications; and questions about grant awards, agreements, or amendments.

Program: “CoC” for questions related to statutory and regulatory requirements, such as those in the CoC Program Interim Rule and Homeless Definition Final Rule, and policy notices.
