DRGR Release 8.1.1 was deployed on July 28, 2020. This release corrected defects across DRGR modules related to Release 8.1, including errors with user recertification. The following fact sheet contains an overview of the changes:
DRGR Release 8.1 was deployed on June 29, 2020. Key changes include updates related to a modernized DRGR User Interface. New features include a single login page for all users of CPD grant management systems; updates to the appearance of Action Items; streamlined search functions; introduction of a tabbed interface for editing the Action Plan; and migration of reports into DRGR Data Analytics. This release also corrected some functions in the system including the System for Award Management (SAM) interface. The following video tutorials assist users in understanding basic DRGR navigation techniques and how to add and edit projects in DRGR following Release 8.1.
DRGR Release 8.0 was deployed on December 30, 2019. Key changes include: Global Navigation, Home Screen, Grant Management: Action Plan, Financial, Compliance, and Reports (MicroStrategy) module updates related to a modernized DRGR User Interface; ability to access DRGR functions via a variety of internet web browsers; DRGR Home Screen changes; applicable grantee users can create and manage “Grantee Programs;” review checklist template and questionnaire were redesigned; voucher supporting documents defects were corrected; “Manage Flags” search page defects were resolved; and new “DRGR Analytics Reports Project” was added, including 54 new commonly used reports in MicroStrategy. DRGR Release 7.17 was deployed on September 1, 2019. Key changes include: Financial, Grant Management: Performance Reports and Utilities: Reports module updates related to HUD-authorized grantees with consolidated grants; ability to attach supporting documents at the voucher item level when creating and revising draws; modified “Grant Available Amount” where available amount feature is available on creating voucher screens; a defect that prevented users to view/download/review action plans and performance reports was corrected; ability to add/edit 2010, 2015 and 2019 ACS data; and multiple defects and updates to MicroStrategy were completed. Grantees and TA providers can also initiate the grant/award closeout process in DRGR, based on HUD’s direction. Fact sheets for new functions include the following:
DRGR Release 7.16 was deployed on March 14, 2019. Key changes include: ability to allow HUD-authorized grantees to consolidate grants; and corrections related to defects to voucher attachments and TA provider administration screens. DRGR Release 7.15 was deployed on July 25, 2018. Key changes include: a new DRGR design and navigation enabling grantees to “lock” grants and navigate modules via dropdown menus; a new block on all drawdowns for newly created activities until Action Plan approval; new abilities to delete and restore activities in the DRGR action plan, including those with prior drawdowns; updates to the QPR screen to collect required data not collected in DRGR for the SF-425 Report; changes to grant close-out process, including new annual reporting cycles; and corrections to defects related to the action plan, QPR, financial, and compliance modules, login, and user requests and emails. DRGR Release 7.14 was deployed on November 20, 2017. Key changes include: MicroStrategy was upgraded to version 10.4 which includes a new look and features; grantees can now generate SF-425 reports in DRGR Microstrategy similar to IDIS; HUD HQ can now add key benchmark data on spending, caps/thresholds, overall benefit, etc. to the review screens without a release; grantees can now associate HEROS environmental reviews at the activity level; calculations on the QPR PDFs were corrected; emails recipients and content can now be configured by HUD HQ without a release; grantees can now edit Action Plans and QPRs that are in “READY TO CLOSE” status; and HUD HQ will now be able to enter monitoring events into DRGR (like grantees). DRGR Release 7.13 was deployed on May 22, 2017. Multiple enhancements to aid with compliance and data integrity were added. Key changes include: a new flagging system (similar to IDIS) capable of flagging activities at-risk of non-compliance and alerting users of data deficiencies; a new to-do list to alert users of pending tasks at log-in; a new Action Plan compare changes feature to show changes made from previously approved Action Plans; new enhanced review checklists capable of generating auto-answers based on DRGR data; and a new method of tracking Most Impacted and Distressed (MID) area thresholds for CDBG-disaster recovery grantees. DRGR Release 7.12 was deployed on October 31, 2016. Multiple defects were corrected. Key changes include: vouchers now fully support program funds and program income on the same voucher; the system now supports positive collection vouchers and partial collection revisions; voucher email subscriptions (opt-in/opt-out) were added and multiple email defects were corrected; Monitoring/TA event defects were corrected; user profile request and user recertification defects were corrected; minor report defects were corrected; the system now supports primary and back-up CPD Representatives (grant level); and Action Plan/QPR defects corrected. DRGR Release 7.11.1 was deployed on October 10, 2015. Multiple defects were corrected. Key changes include: grantees can edit an Action Plan if a QPR is in “Submitted Awaiting Review” status, emails notifications were restored, login and password pages were updated, a variety of issues related to user requests were corrected, TA Work Plan activity status(s) were automated, and the search FAQ result screen was simplified. DRGR Release 7.10 was deployed on May 20, 2014. Changes include the method by which new users are requested; improvements to how Action Plans and QPRs are displayed, including the ability to upload shape files and draw shapes in a map viewer; and the Public Reports have been updated to reflect all active grants. Other features were included and related fact sheets will be made available as they are ready for release. Fact sheets for new functions include the following:
DRGR Release 7.9 was deployed March 7, 2014. Highlights include a change to who has the ability to submit QPRs and Action Plans. These are now roles to be requested in addition to your other roles. Microstrategy was upgraded. Uploading functions were also enhanced. Drawdown users are now able to classify returned funds to be either applicant to the Line of Credit or not (returned to the Treasury). Additional functionalities have been added. DRGR Release 7.8 was deployed Dec. 13, 2013. This release expands the data upload capabilities of DRGR and also adds checklists into the system for Grant Closeout, Action Plans and QPRs. Please note that although the Grant Closeout checklist is now in DRGR, it is subject to change upon final release of the Closeout Notice (forthcoming). The use of the checklists is optional at this time, but does provide grantees insight regarding what is being evaluated by HUD. Fact sheets for new functions include the following:
DRGR Release 7.7 was deployed October 4, 2013. This release includes new functions for reporting Program Income and Affordability Periods for addresses under closed grants in the NSP Programs. It also includes new data upload functions for setting up vouchers and creating QPR activity profiles. Facts sheets for new functions include the following:
DRGR Fact Sheet: DRGR Guidance for CDBG-DR Grantees under Public Law 117-43
This fact sheet provides guidance for applicable grantees utilizing DRGR functions related to grantee submission of Action Plan for Program Administration Costs (“Admin-only Action Plans”) and identifying and tracking CDBG-DR Mitigation Set-aside requirements.

DRGR Fact Sheet: DRGR Guidance on Reporting Section 3 Labor Hours
This fact sheet provides guidance to report Section 3 labor hour requirements now that HUD no longer requires grantees to report Section 3 compliance data annually in the Section 3 Performance Evaluation and Reporting System (SPEARS) for Section 3 projects. The new Section 3 Final Rule requires each grantee to report on Section 3 compliance per the reporting requirements for each applicable program.

DRGR Fact Sheet: Prior Period Corrections for Beneficiary Data
This fact sheet explains that since Release 7.0, direct benefit activities like housing rehabilitation, new housing construction, and homeownership now provide breakout categories by single family/multifamily (SF/MF), rent/own, race, Hispanic/Latino status, and female head of households (FHH). Page 2 of Edit Activity in the Action Plan allows users to select which categories apply to an activity, based on how HUD DRGR administrators have designated activity type. Action Plans will provide fields for SF/MF and rent/own, race, Hispanic/Latino status, and FHH are only entered on the Quarterly Progress Report (QPR) side.
