The Disaster Recovery Grant Reporting (DRGR) System is regularly updated to add new features and correct existing defects. Release 8.7

DRGR Release 8.7 was deployed on January 17, 2023. In this release:

• Corrections were made to Public Action Plan, Action Plan, Performance Report, Technical Assistance (TA) Work Plans, and Assignments to ensure applicable functions operate as intended and data displays completely and correctly.
• Additional functionality for applicable users of Technical Assistance (TA) provider screens were added in DRGR for the following functions:
• TA work plans
• TA requests and TA assignments
• Additional reports were migrated from DRGR Reports Module (MicroStrategy) Data Analytics Project to DRGR OLAP Project.
• New Technical Assistance data upload templates have been added to the system.
• Various defects were corrected across DRGR modules to ensure system functions are working as intended.
• Additional improvements enhance how information is displayed and managed.

Release 8.6

DRGR Release 8.6 was deployed on August 22, 2022. In this release:

• New validation framework functionality was implemented to display data warnings and errors for applicable system users. Errors will restrict the following submissions until resolved:
  • Action Plan
  • Public Action Plan
  • Performance Report
  • Work Plan Submissions
  Warnings should be verified by applicable users prior to submission.
• Additional functionality for applicable users of Technical Assistance (TA) provider screens were added in DRGR for the following functions:
  • TA Work Plans
  • TA Requests and TA Assignments
  • TA Labor Categories and Rates
• Corrections were made to ensure the data displays completely and correctly for:

Release 8.5.1

DRGR Release 8.5.1 was deployed on June 30, 2022. In this release:

• Several defects were corrected within the DRGR Public Action Plan to ensure system functions and data fields are working as intended.
• Several defects were corrected within the DRGR Workplan and Assignment modules to ensure system functions and data fields are working as intended.

Release 8.5

DRGR Release 8.5 was deployed on March 21, 2022. In this release:

• New functionality for applicable users allows for users to download Public Action Plans, along with other system-produced documents, into 508 compliant Microsoft Word and PDF files.
• Additional functionality for applicable users of technical assistance (TA) provider screens were added to DRGR. Functions include:
  • TA work plans
  • TA requests and TA assignments
  • TA labor categories and rates
  • TA-specific DRGR analytics reports and dashboards
• Various corrections were made to Public Action Plan data tables to ensure data displays correctly and completely.
• Several defects were corrected within DRGR Performance Reports to ensure system functions and data fields are working as intended—including the Performance Report Review Checklist.
• Home screen “Action Items” functionality has been corrected or updated for several system tasks.
• Additional improvements enhance how information is displayed and managed.

Release 8.4.2

DRGR Release 8.4.2 was deployed on September 27, 2021. In this release:

• Corrections were made to Technical Assistance (TA) Work Plans and Labor Category Rates to ensure data displays completely and correctly
• DRGR now supports Section 3 reporting requirements. Section 3 reporting functions have been added to Action Plan and Performance Report screens
• For consolidated grants, corrections were made to the “Available to Budget” field which now displays at the child grant level
• Users are now able to correctly view Voucher Supporting Documents Comments displayed on the “Supporting Documents” tab within the “Manage my Financials” module
• Report attributes and metrics have been added to the DRGR Reports Module (MicroStrategy) Analytics Project
• Additional improvements enhance how information is displayed and managed

Release 8.4

DRGR Release 8.4 was deployed on July 19, 2021. In this release:

• Additional functionality for applicable users of TA Provider screens were added to DRGR. Functions include:
  • TA Work Plans
  • TA Requests and TA Assignments
  • TA Labor Categories and Rates
  • TA-specific DRGR Analytics Reports and Dashboards
• Users now have the ability to capture voucher line items comments during drawdown/voucher creation and HUD voucher review process; and Grantee Users can add supporting documents as attachments during drawdown/voucher revision process.
• Several defects were corrected within DRGR Performance Reports to ensure system functions and data fields are working as intended.
• Additional enhancements of how information is displayed on the DRGR Public Data Portal occurred. This site now contains:
  • Program-specific documentation maintained by HUD;
  • Public Action Plan and Projects/Activities Reports; and
  • Grantee summary reports.

Release 8.3

DRGR Release 8.3 was deployed on April 12, 2021. In this release:

• Additional functionality for applicable users of Public Action Plan templates enabled at the appropriation or grants award level were added. Functions include:
  • Submit Public Action Plan
  • Submit Action Plan (Projects/Activities)
  • Review Public Action Plan
  • Review Action Plan (Projects/Activities)
  • History Tab
    • Public Action Plan History and Review Checklist History

• Users now have the ability to compare versions of historical Action Plans via the History Tab Difference Report.
• Various defects were corrected across DRGR modules to ensure system functions are working as intended.
• Additional improvements enhance how information is displayed and managed.

Release 8.2.1

DRGR Release 8.2.1 was deployed on January 25, 2021. In this release:

• Various corrections were made to Performance Reports to ensure data displays completely and correctly
• For consolidated grants, corrections were made to coordinate data between Action Plans/Performance Reports and child grants
• Users are now able to edit Action Plans and Performance Reports while the grant status is “Closed with PI Reporting”
• Grant History errors have been corrected to display all data accurately
• Additional improvements enhance how information is displayed and managed

Release 8.2

DRGR Release 8.2 was deployed on December 21, 2020. In this release:

• Performance Reports screens have been modernized to show Performance Report Data in an enriched approach, using a tabbed interface with modals for editing content
• Users now can mark a performance report as the “Final QPR” on the Manage Performance Report Page
• New functionality for applicable users allows for the configuration of Public Action Plan templates that can be enabled at the appropriation or grants award level. Public Action Plan templates may contain the following:
  • Cover sheet
  • Section heading content types
  • Narrative content types
  • Grantee Program content (for applicable grants) types
  • Data table content types
• DRGR now supports the ability to manage technical assistance (TA) requests. HUD will provide direction on use and implementation timeframes
• Additional improvements enhance how information is displayed and managed

Release 8.1.1

DRGR Release 8.1.1 was deployed on July 28, 2020. This release corrected defects across DRGR modules related to Release 8.1, including errors with user recertification. The following fact sheet contains an overview of the changes:

Release 8.1

DRGR Release 8.1 was deployed on June 29, 2020. Key changes include updates related to a modernized DRGR User Interface. New features include a single login page for all users of CPD grant management systems; updates to the appearance of Action Items; streamlined search functions; introduction of a tabbed interface for editing the Action Plan; and migration of reports into DRGR Data Analytics. This release also corrected some functions in the system including the System for Award Management (SAM) interface. Additionally, new guidance was provided for Home Page Action Items and Data Uploads. Fact sheets for new functions include the following:

Release 8.0

DRGR Release 8.0 was deployed on December 30, 2019. Key changes include: Global Navigation, Home Screen, Grant Management: Action Plan, Financial, Compliance, and Reports (MicroStrategy) module updates related to a modernized DRGR User Interface; ability to access DRGR functions via a variety of internet web browsers; DRGR Home Screen changes; applicable grantee users can create and manage “Grantee Programs;” review checklist template and questionnaire were redesigned; voucher supporting documents defects were corrected; “Manage Flags” search page defects were resolved; and new “DRGR Analytics Reports Project” was added, including 54 new commonly used reports in MicroStrategy. Release 7.17

DRGR Release 7.17 was deployed on September 1, 2019. Key changes include: Financial, Grant Management: Performance Reports and Utilities: Reports module updates related to HUD-authorized grantees with consolidated grants; ability to attach supporting documents at the voucher item level when creating and revising draws; modified “Grant Available Amount” where available amount feature is available on creating voucher screens; a defect that prevented users to view/download/review action plans and performance reports was corrected; ability to add/edit 2010, 2015 and 2019 ACS data; and multiple defects and updates to MicroStrategy were completed. Grantees and TA providers can also initiate the grant/award closeout process in DRGR, based on HUD’s direction. Fact sheets for new functions include the following:

DRGR Release 7.16

DRGR Release 7.16 was deployed on March 14, 2019. Key changes include: ability to allow HUD-authorized grantees to consolidate grants; and corrections related to defects to voucher attachments and TA provider administration screens. DRGR Release 7.15

DRGR Release 7.15 was deployed on July 25, 2018. Key changes include: a new DRGR design and navigation enabling grantees to “lock” grants and navigate modules via dropdown menus; a new block on all drawdowns for newly created activities until Action Plan approval; new abilities to delete and restore activities in the DRGR action plan, including those with prior drawdowns; updates to the QPR screen to collect required data not collected in DRGR for the SF-425 Report; changes to grant close-out process, including new annual reporting cycles; and corrections to defects related to the action plan, QPR, financial, and compliance modules, login, and user requests and emails. DRGR Release 7.14

DRGR Release 7.14 was deployed on November 20, 2017. Key changes include: MicroStrategy was upgraded to version 10.4 which includes a new look and features; grantees can now generate SF-425 reports in DRGR Microstrategy similar to IDIS; HUD HQ can now add key benchmark data on spending, caps/thresholds, overall benefit, etc. to the review screens without a release; grantees can now associate HEROS environmental reviews at the activity level; calculations on the QPR PDFs were corrected; emails recipients and content can now be configured by HUD HQ without a release; grantees can now edit Action Plans and QPRs that are in “READY TO CLOSE” status; and HUD HQ will now be able to enter monitoring events into DRGR (like grantees). DRGR Release 7.13

DRGR Release 7.13 was deployed on May 22, 2017. Multiple enhancements to aid with compliance and data integrity were added. Key changes include: a new flagging system (similar to IDIS) capable of flagging activities at-risk of non-compliance and alerting users of data deficiencies; a new to-do list to alert users of pending tasks at log-in; a new Action Plan compare changes feature to show changes made from previously approved Action Plans; new enhanced review checklists capable of generating auto-answers based on DRGR data; and a new method of tracking Most Impacted and Distressed (MID) area thresholds for CDBG-disaster recovery grantees. DRGR Release 7.12

DRGR Release 7.12 was deployed on October 31, 2016. Multiple defects were corrected. Key changes include: vouchers now fully support program funds and program income on the same voucher; the system now supports positive collection vouchers and partial collection revisions; voucher email subscriptions (opt-in/opt-out) were added and multiple email defects were corrected; Monitoring/TA event defects were corrected; user profile request and user recertification defects were corrected; minor report defects were corrected; the system now supports primary and back-up CPD Representatives (grant level); and Action Plan/QPR defects corrected. DRGR Release 7.11.1

DRGR Release 7.11.1 was deployed on October 10, 2015. Multiple defects were corrected. Key changes include: grantees can edit an Action Plan if a QPR is in “Submitted Awaiting Review” status, emails notifications were restored, login and password pages were updated, a variety of issues related to user requests were corrected, TA Work Plan activity status(s) were automated, and the search FAQ result screen was simplified. DRGR Release 7.10

DRGR Release 7.10 was deployed on May 20, 2014. Changes include the method by which new users are requested; improvements to how Action Plans and QPRs are displayed, including the ability to upload shape files and draw shapes in a map viewer; and the Public Reports have been updated to reflect all active grants. DRGR Release 7.9

DRGR Release 7.9 was deployed March 7, 2014. Highlights include a change to who has the ability to submit QPRs and Action Plans. These are now roles to be requested in addition to your other roles. Microstrategy was upgraded. Uploading functions were also enhanced. Drawdown users are now able to classify returned funds to be either applicant to the Line of Credit or not (returned to the Treasury). Additional functionalities have been added. DRGR Release 7.8

DRGR Release 7.8 was deployed Dec. 13, 2013. This release expands the data upload capabilities of DRGR and also adds checklists into the system for Grant Closeout, Action Plans and QPRs. Please note that although the Grant Closeout checklist is now in DRGR, it is subject to change upon final release of the Closeout Notice (forthcoming). The use of the checklists is optional at this time, but does provide grantees insight regarding what is being evaluated by HUD. Fact sheets for new functions include the following:

DRGR Release 7.7

DRGR Release 7.7 was deployed October 4, 2013. This release includes new functions for reporting Program Income and Affordability Periods for addresses under closed grants in the NSP Programs. It also includes new data upload functions for setting up vouchers and creating QPR activity profiles. Facts sheets for new functions include the following:
