CoC Program Expedited COVID-19 Grant Agreement Amendments

In response to the COVID-19 pandemic, HUD’s Office of Special Needs Assistance Programs (SNAPS) has determined that an expedited process is necessary for amending Continuum of Care (CoC) Program recipient grant agreements.

Recipients who need grant agreement amendments to provide housing, services, or other necessities to support eligible clients can submit an amendment request using the process outlined on this page. Recipients must include documentation in their project files that supports the request for the grant agreement amendment.

Which grants can I amend?

  • FY 2018 and FY 2019 executed grant agreements.
  • FY 2019 grant awards without executed grant agreements may submit an amendment request which will be processed after grant execution.
  • The pre-populated grant agreement amendment request packages for each CoC are on the CoC Program Grant Agreement Amendments webpage. If you cannot find it, contact your CPD Representative.

What can be amended?

The expedited changes you can make to your grant to enable you to meet immediate client health and safety needs are as follows:

  • Add eligible activities not originally part of your grant, such as Supportive Services.
  • Move funding between budget line items, including from Rental Assistance.
  • Extend the operating year of your 2018 grant to fully utilize all awarded funding; the latest extended operating end date allowed for 2018 grants is December 31, 2020. This change will impact future renewals by permanently changing the grant’s operating start date.

What if I want a change that’s not listed?

Contact your CPD Representative as you normally would. Other types of amendments are still available but will have a longer processing time.

Can I request more funding for my project than what was originally awarded?

No, the awarded grant amount remains the same; however, HUD will consider maximum flexibility for using funds across the eligible activities.

How do I request an expedited grant agreement amendment?

Recipients need to take these steps:

  1. Download the grant agreement amendment request package that has been pre-populated for your CoC, available on the CoC Program Grant Agreement Amendments webpage.
  2. Complete the grant agreement amendment request form. Review the Video Tutorial: How to Use the CoC Program Expedited COVID-19 Grant Agreement Amendments on this webpage for a demonstration of how to edit the grant agreement amendment request package and complete the form.
    Note: Each downloaded grant agreement amendment request package contains a grant agreement amendment request form for every grant in that CoC.
    • In the downloaded document:
      • Find your pre-populated grant number(s).
      • Keep the pages you need for the grant agreement amendment request(s).
      • Delete any of your own grants that you do not want to amend.
      • Delete the grants that are not yours.
    • For each grant agreement amendment request:
      • Do not modify the amendment text in the template.
      • Confirm the pre-populated information: grant number, Tax ID Number, DUNS Number, and recipient name.
      • Review the instructions highlighted in blue throughout the document and delete text, as directed.
      • Under the section “Recitals,” choose the terms of the agreement that you want to amend. There are 3 sections—adding eligible activities, shifting funds, and extending the grant end date. Delete the items that you are not amending. Again, do not modify the amendment text in the template.
      • Under the section “Agreement,” complete the applicable fields. Delete what is not applicable.
  3. Sign the grant agreement amendment request form.
    • For each grant, on the signature page in the section for “Recipient,” sign the form. Note: The Authorized official must sign and date the document.
    • Include the signature page one of two ways: Print, sign, and scan the page with the wet signature and add it to the document you are submitting or add an electronic signature.
  4. Email the completed grant agreement amendment request form to your Field Office Inbox, copying your CPD Representative.
    • Email one document that includes the grant agreement amendment requests for all of the grants you want to amend.
    • Make sure to include one signature page for each grant agreement amendment request.

What happens after I submit the grant agreement amendment request?

After receiving the grant agreement amendment request, the Field Office will take these steps:

  • Review the request for completeness.
  • Process the request.
  • Make the approved changes in eLOCCS.
  • Return an approved Grant Agreement Amendment by email to the recipient.
