FY 2020 CoC Competition Grants

This page shows FY 2020 awards for all Continuum of Care (CoC) projects. HUD conditionally awarded $2.5 billion for 6,597 local homeless housing and service programs across the U.S. and its territories. These reports are organized by state and then by CoC, or community.

Adjustments to Funding

The conditional award amounts included for CoC renewal projects (including Shelter Plus Care and first time renewing Youth Homelessness Demonstration projects) and awards expiring in calendar year 2021 might be different than for the previous grant. The following adjustments were made:

  1. Funds conditionally awarded for rental assistance were adjusted by applying the Fair Market Rent (FMR) in effect at the time of application submission (including decreases). View the FY 2021 Fair Market Rent Limits.
  2. Funds conditionally awarded for operating and leasing in permanent housing projects were increased based on the average increase in FMR amounts within a CoC’s geographic area, weighted for population density. Because operating and leasing costs do not decrease relative to rent amounts for specific units, adjustments were not made to these costs if the FMRs decreased in the geographic area.
  3. CoC Planning and Unified Funding Agency Cost conditional award amounts were adjusted to be 3 percent of each CoC’s Final Pro Rata Need or $1,250,000, whichever is less.
