Continuum of Care (CoC) Program
The Continuum of Care (CoC) Program is designed to promote communitywide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.
HUD Regional Teams
As part of HUD’s collaboration with communities to address and end homelessness, SNAPs relaunched the Regional Teams initiative in October 2019. Each Regional Team covers CoCs in one of HUD’s 10 geographic regions. Regional Teams will support CoCs through learning opportunities with peer CoCs, subject matter experts, and direct connections to TA support.
CoC Program Resources for Tribal Communities
The CoC Program Series for Tribal Communities and Organizations New to the CoC Program offers resources to Tribes, Tribally Designated Housing Entities (TDHEs), and Tribal communities to assess whether the CoC Program supports community priorities and activities. For Tribes and TDHEs who decide to participate in the program, this Series contains information on how to engage in CoC activities and apply for funding.
CoC and ESG Virtual Binders cover foundational topics from the CoC and ESG programs, with the goal to transfer basic knowledge to grantees in order to more successfully administer their projects.
Each virtual binder reflects a range of learning styles and offers a variety of ways to interact with the topics. Topics include eligible activities, grant administration, leasing and rental assistance, program components, and many more.
CoC Data Maturity Assessment Tool
The Data Maturity Assessment tool is a self-assessment tool that helps communities reflect on local data practices and identify the conditions necessary for effective data-based decision-making. This tool is designed to motivate discussion on the degree to which data is currently being leveraged in your community and to instigate action on areas for improvement.

COVID-19 Resources for Homeless Providers

These resources aid in the establishment and operations of a coordinated entry system which provides a process for conducting comprehensive entries of housing and services needs for individuals and families.
CoC Startup Training Webinars
These webinars assist FY 2013/FY 2014 CoC recipients and subrecipients to gain an understanding of grant operations and administration.
