Persons with Disabilities by Race and Ethnicity

The Community Development Block Grant (CDBG) program requires grantees to consider the needs of persons with disabilities in planning and carrying out activities assisted with CDBG funds. Grantees need to report on the number of persons with disabilities that have benefited from certain types of activities. Census 2000 provides the information needed to fulfill this requirement.

The CDBG program also requires information on the race and ethnicity of the disabled population age 16 and above for certain activities. Census 2000 Summary File Three contains this information but does not go down to the block group level. The lowest level of geographic detail for this information is census tract level. This information comes from tables PCT68A through PCT68I. There is a workbook for each state containing all the tract level geography records in the state. The tract records are coded with the name and code numbers of the state and county. The breakout by race in the workbook follows the 2000 Census race reporting standards and are as follows:

WHITE White Alone
BLACK Black or African American Alone
AIANA American Indian and Alaska Native Alone
ASIAN Asian Alone
NHOPI Native Hawaiian and Other PAcific Islander Alone
OTHERRACE Includes both Some Other Race Alone and all combinations of two or more races

The ethnic breakout in the workbook is Hispanic or Latino and All Other.
