Economic Development

CDBG-CV can be used as direct assistance to businesses that have been impacted by COVID, or grantees can support broader initiatives that assist groups of businesses or business districts to respond and recover. The Notice provides economic development waivers in order to encourage use of CDBG-CV for this purpose. Examples of how you (and your subrecipients) can use CDBG-CV to support local economic recovery and how to categorize those activities include:

  • Direct assistance to private, for-profit businesses under the authority of 24 CFR 570.203 and Section 105(a)(17) of the Housing and Community Development Act (42 U.S.C. 5305(a)(17)) and microenterprises under the authority of 24 CFR 570.201(o) (e.g., grants, loan guarantees, technical assistance)
  • Repurpose manufacturers to make PPE under economic development
  • Public design changes and adaptation to support social distancing and outdoor commerce (e.g., to enable restaurants to create and expand outdoor seating) under public facilities
