AFH Assessment Tool User Interface (UI)

The Assessment Tool is accessed through a web-based portal referred to as the User Interface (UI). This User Interface assists program participants in completing each step of the AFH. This web system assists program participants in locating applicable instructions and the HUD-provided maps and tables to be used for each question. Please note, the UI is housed on HUD’s secure system and is only available to program participants.

Notices of the Availability of the Assessment Tools under the Paperwork Reduction Act (PRA)

Pursuant to the Paperwork Reduction Act of 1995 (PRA), below were notices that were published in the Federal Register that solicited public comment for a period of 30 days and 60 days for the Assessment Tools program participants must use to conduct their Assessment of Fair Housing. The Notice announcing the availability of the Assessment Tool for Local Governments, for use by program participants that receive CDBG, HOME, ESG, or HOPWA formula funding from HUD to conduct and submit an Assessment of Fair Housing (AFH), was published in the Federal Register (PDF Notice | HTML Notice) on January 13, 2017. The Assessment Tool will also be used for AFHs conducted through joint and regional collaborations between: (1) such local governments; and (2) one or more such local governments with one or more public housing agency partners.

Assessment of Fair Housing Tool for Public Agencies (PHA2017)

The Notice announcing the availability of the Assessment Tool Public Housing Agencies (PHAs) receiving assistance under the United States Housing Act of 1937 will use to conduct and submit an Assessment of Fair Housing (AFH), was published in the Federal Register (PDF Notice | HTML Notice) on January 13, 2017. The Assessment Tool will also be used for AFHs conducted through joint and regional collaborations between such PHAs.

NOTE: While this Assessment Tool has been approved for use, this Notice does not trigger the obligation of PHAs to conduct and submit an AFH in accordance with 24 CFR 5.160, as HUD has not yet provided PHAs with the data they will need. As HUD makes data available for certain PHAs, HUD will publish, in the Federal Register, a Notice announcing the availability of data for certain PHAs, triggering their obligation to conduct and submit an AFH, and will post such Notice on the HUD Exchange.

A comparison of the Final Assessment Tool to the 30-Day public comment period version, for which a Notice was published in the Federal Register on September 20, 2016 is also provided so that program participants and the public can see all changes made.

The Local Government Assessment Tool is also available for use for AFHs conducted by joint and regional collaborations between: (1) such local governments; (2) one or more such local governments with one or more public housing agency (PHA) partners; and (3) other collaborations in which such a local government is designated as the lead for the collaboration.
