HUD Secure Systems

The PRA Program uses HUD's Multifamily Systems for payment. Grantees and Owners will want to familiarize themselves with the appropriate systems.

iREMS is the official source of data on Multifamily Housing's portfolio of insured and assisted properties. iREMS provides automated support to collect/maintain accurate data and enables Program Centers and Hubs, and Enforcement Center staff to perform servicing functions and implement enforcement actions where needed. This system is available on the Internet only to contract administrators.


iMAX is a web-based communication system that provides Contract Administrators (CAs), Owners, Management Agents, and Service Bureaus who have subsidy contracts with HUD to transmit to HUD and to other Owners, Management Agents, and Service Bureaus and CAs registered with iMAX, tenant data and voucher data files. Files sent to HUD are logged, processed, and submitted to TRACS for payment processing by iMAX. iMAX also receives TRACS processing results and makes these results available to the external business partners of HUD.


The Tenant Rental Assistance Certification System (TRACS) is designed to process subsidy contracts, tenant rental assistance information, and owner requests for payment (vouchers). TRACS collects tenant data and voucher data for project-based programs and authorizes payment for subsidy programs. Payments are based upon the voucher, contract, and tenant data residing in the system.


The EIV system is a web-based application which provides owners with employment, wage, unemployment compensation, and Social Security benefit information for tenants participating in HUD's assisted housing programs. Information in EIV is derived from computer matching programs initiated by HUD with the Social Security Administration (SSA) and the U.S. Department of Health and Human Services (HHS), for all tenants with valid personal identifying information (name, date of birth (DOB), and Social Security number (SSN)) reported on the form HUD-50059. Information in the EIV system is used by owners to verify employment and income at the time of recertification and to reduce errors in subsidy payments.

Owners must use the EIV system in its entirety:

  • As a third party source to verify tenant employment and income information during mandatory recertifications of family composition and income, in accordance with 24 CFR 5.236, and administrative guidance issued by HUD, and
  • To reduce administrative and subsidy payment errors in accordance with HUD administrative guidance.


The Line of Credit Control System (LOCCS) is HUD's primary grant disbursement system, handling disbursements for most HUD programs. Grant disbursements are facilitated via the Internet through the e LOCCS system.
